This is a very sensitive issue that you are dealing with here. If I may, I would like to input a few of my comments. The next remark I have is identifying the issues at stake. There actually are two that are being discussed and they are adolescence sex and fatherless childs. Yes sex is a rather sensitive issue in Korea, but the reason why "morning after contraceptive pills" are being given out is to prevent the steady increase in the number of fatherless children and orphans. The country in which this is happening seems to have more of a concern for the number of unwed teenage mothers, and is trying to prevent these girls from leading a difficult life.
Democracy can only do so much for individuals and even a police state has its limits.
The viewpoint from teachers and society is to bring about a stable society and the means that they are deploying are getting angry protests from parents as if society is endorsing early age sex. However, as each individual has their own rights, it is hard to stop each and everyone from exploring while growing up.
The impact on society that has many orphans is vey big but in Korea, this is a taboo subject more than sex is.
I hope that my short opinion has helped in shedding a different perspective on this subject.
