Names of Sex Offenders Released by Youth Commission

While Oh Chang-ik of the Human Rights Organization, criticized that rights should be respected even for criminals and an improper method cannot be justified no matter how good the cause. However, Yang Hye-kyeong of Womenlink replied the protection of minors took priority over the protection of criminals' human rights.
Offenders named resent and are suffering from the identity exposure; one offender said that he is being punished twice for the same crime. The wife of an offender who was convicted of having sex with a minor working as a prostitute said that she will sue the government if the identity disclosure harms her family.
The listed offenders include of 65 rape and attempted rape cases (38.5%), 61 acts of sexual misconduct (36.1%), 27 cases of prostitution with a minor (16%), and 16 brothel owners (9.4%). Some 77% of the victims of sexual misconduct were under the age of 13. Also among the criminals, 35 were unemployed (20.7%), 32 were office workers (18.9%), 31 were business-owners (18.3%); and even two government officials were included on the list.
Netizens are debating on the commission’s bulletin board whether this measure is appropriate or not, with one claiming that although it is a serious crime to sexually assault minors, the criminals have already been sentenced and revealing their identities will be punishing them again for the same crime. Another issue to be considered is that disclosing the names might lead to human rights infringement against the criminal's family.
Disclosing is a hard line measure to eradicate young people's sexual trafficking. On the other hand, some appreciate the list opening and demand that sex criminals must be punished harshly "so that prostitution will be extinct nationwide."
Before anything, the Constitutional Court must swiftly decide whether disclosing the names is unconstitutional or not, as some are known to be questioning this issue. Furthermore, a thorough review is necessary to decide whether or not the disclosing of the names is a double or even triple punishment.
