Taking into consideration the fact that the report is base on migrant workers approaching the ministry with their complaints, the actual figure will be much higher.
Making matters worse, a considerable number of the migrant workers who have not yet received their due wages are subject to forced deportation. In other words, the businessmen have *deliberately withheld pay, taking advantage of their employees’ status. This is a national disgrace. Korea has experienced sending nurses and mine workers to Germany to earn higher wages in the past and the bitter taste such an experience can leave.
The foreign workers, mostly from Asian countries and Korean-Chinese were also often forced by circumstance to uproot in search of a better wage. In particular, the migrant employees mainly do the so-called ``three-D (dangerous, difficult and dirty) jobs,’’ that Korean workers shun, thus helping solve a serious workforce shortage in certain industries.
Now, after often suffering terrible working conditions for the prospect of a low wage by Korean standards, the unpaid workers are going to leave the country with empty pockets. In fact, they should be rewarded for what they have done for the Korean economy. Foreign workers are essential to the economic growth of the industry they work in which is invariably short of manpower.
