How Can People Sleep Amid Natal Security Worries? Military discipline is slack at present. Sexual crimes are occurring one after another these days at barracks to the grave concern of citizens. No doubt if soldiers' morals are corrupted, they are defeated before any battle even begins.
The nation faces a real possibility that the North Korean nuclear standoff with the United States could escalate into a conflict. How can the people sleep soundly at night with military discipline in such a state at a time like this?
A private on leave committed suicide after being sexually harassed by a corporal. An army doctor forcibly kissed a nurse officer. And an Army colonel was arrested early this month on suspicion of sexually harassing a 21-year-old private on more than 10 occasions. More shocking is the latest news that an enlisted soldier broke into the tent of a female officer at night to harass her sexually. This alone is a serious crime.
But the military authorities were halfhearted in investigating the serviceman following her complaint, and the angry female captain beat the soldier severely. Both were criminally charged amid hot debate over whether the female officer should be punished in such a situation. Sexual crimes are not the only problem. A general has been arrested on suspicion of taking bribes from a construction company, while a cadet at the Korea Third Military Academy has been detained for theft.
Yet, the Army headquarters has not properly handled the serious problems, which are certainly damaging the military's morale. Military authorities earlier this month said they would enforce a multi-faceted evaluation system by which subordinates assess their superiors, although such a formula has given rise to various problems in public sector organizations.
The assessment system has already lowered discipline in the officialdom as the superiors become desperate to curry favor with their subordinates. It is hard to understand why the same formula should be introduced in the military, where it is essential for soldiers to be obedient to their superiors. The current state of military discipline should not be allow to slip any more for the sake of the national defense.
The government and military authorities should come up with systematic and concrete measures to tighten discipline at barracks and boost morale. The Army leadership should be also held responsible for the never-ending crimes and degradation of discipline. The problem the Army faces now should be dealt with as a national issue, not as a simple military one.
