Politics Troop Reduction Plan to Be Revised

``Both the transition team and the Ministry of National Defense share the need to revise the Defense Reform 2020 plan initiated by the incumbent administration in tandem with the changing security environment,'' the team's spokesman Lee Dong-kwan told reporters. He was apparently referring to the lingering threat posed by North Korea's nuclear weapons program and Seoul's takeover of wartime operational control (OPCON) of its military from the United States in 2012.
Briefing transition team members on the ministry's work programs in Seoul, ministry officials proposed that the next government map out a revised troop cut plan, which informed sources said is aimed at maintaining about 570,000 forces. The Defense Reform 2020 initiative unveiled in 2005 calls for cutting by some 180,000 troops to 500,000 until 2020 in stages with the aim of building ``smaller but stronger'' armed forces equipped with high-tech weapons systems.
The number of army corps will be reduced from 10 to six, and that of army division will be cut by 27 to 20 under the military restructuring plan. But the effectiveness of the plan has been in question in terms of the defense readiness against the 1.1-million-strong North Korean armed forces equipped with asymmetrical military capabilities of nuclear, biological and chemical weapons, and potential budget shortfalls.
Security experts say the military modernization program failed to come up with measures to counter the threats of the North's nuclear and missile programs because it was announced a year before the communist state test-launched a series of missiles and conducted its first-ever nuclear device test.
